Two of New York’s Brightest Stars Collaborate For New York Fashion Week
Two of New York’s most celebrated emerging brands, Private Policy NY and Personal Fears, joined forces for New York Fashion Week on Sunday, February 12th at 5:00 pm at Spring Studios.
Private Policy NY was founded by Siying Qu and Haoran Li. Personal Fears is owned by Tosh Rice, a former skater, and his wife Carmen Scott-Gomez, a former fashion executive. The teams met through People’s Revolution founder Kelly Cutrone, who reps both companies.
“There was a post covid shift that sent the fashion community to put the word ‘community’ before ‘fashion’; designers are collaborating now more than ever,” says Carmen Scott-Gomez, Personal Fears Founder.
The Private Policy collection, entitled “We are All Animals” is a celebration of the interconnectedness of all living beings on this earth.

“It was cool to meet with Siying and Hoaron to hear about their vision. When they asked us to create bespoke accessories for their collection along with some of the signature standouts – I told Carmen – we are doing pit bulls from Southern California!!!! I mean these dogs are the best; they look tough all decked out in chains but they are sweet as fuck on the inside. A lot like us and the people who shop our brand.”
Rice custom designed 15 pieces for the runway show in stainless steel heavy gauge chains, stacked and layered, with hand-engraved elements featuring 90’s tribal tattoos, paw prints, and unicorn skulls. The collection also featured animals of the zodiac, which will be released by Personal Fears in April 2023.
